This document, created through the collaboration of Blair Remy with URS, provides an initial project description, depicts spatial relationships, identifies the requirements of all affected activities/functions, and serves as the preliminary basis to validate the design direction and construction costs for a Mission Planning Center (MPC) to support the functions of the United States Air Force and other DOD users at Andrews AFB, Maryland. The MPC is to be located on a portion of a site established within a Sub-Area Plan. The purpose of the Sub-Area Plan, referenced as the NCR Readiness Complex Area (NCRRC), is to set a direction for the development of a complex that will be a multi-use facility. The NCRRC is to include revenue generating activities as well as mission-sustaining functions. Blair Remy led the programming,sub-area planning, concept design, and architectural and engineering narratives to produce the Requirements Document. The focus of this document is to validate the design direction and construction costs for the MPC while establishing its character and compatibility from the following Sub Area Plan for the National Capitol Region Readiness Complex Andrews AFB Architectural Compatibility Plan (ACP) and Base design standards.

Based on the narratives and spatial requirements of this award winning design, the Design Agent and the Customer will be able to understand project details and the operational relationships associated with this project.
