Special OPS Command Central (SOCCENT) Headquarters and Commandant Facilities

The Special Operations Command Central (SOCCENT) is a subordinate unified command of the United States Central Command (USCENTCOM). SOCCENT is responsible for planning special operations throughout the USCENTCOM area of responsibility (AOR); planning and conducting peacetime joint/combined special operations training exercises; and orchestrating command and control of peacetime and wartime special operations as directed. The Corps of Engineers (Mobile District) has obtained the services of Merrick & Company, with Blair Remy providing the programming, concept design, and architectural component to develop a Design Document that will be used to solicit bids for the construction of new SOCCENT Headquarters Building and Commandant Facility at MacDill AFB utilizing the Design/Bid/Build method.

The exterior appearance of the SOCCENT Headquarters Building will be complementary, comprehensive, and cohesive in its response to the Base Design Standards. A comprehensive design approach should develop a unique style that is complementary to the plan for facilities established under guidance from the AMC Architectural Compatibility Plan for MacDill AFB. Additionally, MacDill’s history, Air Force heritage and the “Florida Coastal” theme of the location, too, must be acknowledged, within the limitations of Air Force construction criteria and maintenance considerations. The SOCCENT HQ building will have three staircases to provide convenient ingress and egress for personnel as well as fulfilling life safety requirements. Internally, the facility has a central core featuring a lobby with elevator, and staircase. The ground level will house briefing/conference, CG, J1 SOCCENT (Personnel), J6 SOCCENT (Communications), J8 SOCCENT (Finance), and administration offices, utility area (electrical, mechanical, sprinkler control room) and public restrooms. The second level will house J2 SOCCENT (Intelligence),J3/J5 SOCCENT (Operations/Plans) and administration offices, utility area (electrical, mechanical room), and public restrooms. All aspects of the site will conform to the requirements established in United Facilities Criteria 4-010-01, DoD Minimum Anti-Terrorism Standards for Buildings.
