The new 47,867 SF Strategic Planning and Development Facility (SPDF) was designed to bring together service and civilian personnel for high-level secure meetings, conferences, briefings and related functions. The objective was to provide adequate, contiguous and "on-base" meeting and conferencing space for high-level sensitive classified briefings and conference gatherings. The facility accommodates a variety of conference formats as well as a range of security levels.

The facility can easily accommodate conferences varying in size and intent from small break-out sessions, to conference table seating, to teleconferencing, to large group presentations. An auditorium with stepped table seating on the Orchestra level and lecture-style seating in the Balcony; an Executive Conference Room with a reconfigurable V-shaped center table surrounded by tiered straight tables; three smaller meeting rooms without fixed furnishings; and a large subdivided multi-function space satisfies the wide range of meeting space types. The Great Hall and Pre-Function space serve as areas for social gathering, casual conversation and break-outs for the various conference and meeting room functions as well as locations for independent organized gatherings.

The building is designed for energy and resource efficiency, and healthy indoor air quality. The SPDF achieves reductions in life cycle costs through the use of natural day-lighting (primarily on the first floor), lighting control systems that provide controls to turn off lighting after normal operating hours, reduction of light pollution through the use of carefully designed exterior lighting, and the selection of appropriate mechanical systems to optimize energy performance. Water conservation is achieved through the installation of native landscaping that does not require a permanent irrigation system and low-flow fixtures. The SPDF earned LEED Gold Certification.
